BAGHDAD, Iraq (CNN) -- A suicide car bomber struck a funeral ceremony Saturday evening north of Baghdad, killing at least 25 people and wounding 30 others, Iraqi police in Abu Sayda said. WASHINGTON (CNN) -- The top U.S. commander in Iraq has submitted a plan to the Pentagon for withdrawing troops in Iraq, according to a senior defense official. Gen.
