Floyd Landis claims his doping test was "fatally flawed" and says officials behind the process have an agenda. The American tested positive for unusual levels of testosterone after winning stage 17 of this year's race and is set to lose his title. But Landis, 30, claims the leak of his test broke rules and questions the anonymity of the procedure. "There's extraneous circumstances that indicate there's some strange things going on with this test," said Landis. Interview: Floy ...

England took an unassailable 2-0 lead in the four-match series after bowling out Pakistan to win the third Test by 167 runs midway through the final day. Key man Mohammad Yousuf was run out for eight and Sajid Mahmood struck twice in an over to make it 84-5 at lunch. Monty Panesar (3-39) then produced a stunning delivery to bowl Younis Khan (41) and Pakistan never looked like chasing down 323 to win. Mahmood finished with a Test best 4-22 as Pakistan were all out for 155. Int ...

Council tax 'rises for migrants'
8 Aug 2006 source: bbc.co.uk

Sharp council tax rises may be needed in the next few years to fund housing and education for immigrant families, says the Local Government Association. The LGA, which represents local authorities in England and Wales, says rises of 6% on top of inflation-related increases may be needed in some places. It says councils do not get enough cash to fund the services because official figures under estimate migrant levels. But ministers say funding is fair and based on the best figures available.  ...
